"... A1 is fouled on the arm by B1 as he taps the ball towards the basket following a teammate’s field goal attempt bounces off the ring. A1 then comes down violently into B2 who has legal position before the ball passes through the basket.
The second official calls the foul on B1 and the first official calls a player control foul on A-1.
The two officials confer one with the other from the moment that they both have called a foul.
What is the correct rule and, specially, the statistical tracking according with the eBA Basketball Statistics
System
? ..."


This situation is a false double foul. A1 is fouled in the act of shooting and then perpetrates a player control foul.

Because of the player control foul by A1, the goal is declared null. Since A1 was fouled in the act of shooting, A1 is awarded 2 free throws with no line up on the lane for the reason that the ball will remain dead after the free throws.

The ball is awarded to team B for a throw in on the end line at the spot nearest to where the foul occurred, in this case on the free throw lane line extended spot throw in.

eBA Statistical Tracking= We track as following
1 - the missed FG of A1's teammate;
2 - an Offensive Rebound from A1 (the tap);
3 - a made foul against B1;
4 - a received shooting-foul in favour of A1;
5 - the 2 free throws from A1 which ends the Team A's possession; and finally
6 - the player control foul by A1 which begins the new possession for Team B.

Rule 4: Definitions - Sections 15-23

Double fouls:
a. A double personal foul is a situation in which two opponents commit personal fouls against each other at approximately the same time.
b. A double technical foul is a situation in which two opponents commit technical fouls against each other at approximately the same time.

A false double foul is a situation in which there are fouls by both teams, the second of which occurs before the clock is started following the first, and such that at least one of the attributes of a double foul is absent.

A false multiple foul is a situation in which there are two or more fouls by the same team and the last foul is committed before the clock is started following the first, and at least one of the attributes of a multiple foul is absent.

False double fouls are rare but do happen occasionally. There's also a bunch of exceptions and technicalities to this rule.

The NFHS offers this definition (4-19-9):
A false double foul is a situation in which there are fouls by both teams, the second of which occurs before the clock is started following the first, and such that at least one of the attributes of a double foul is absent.

In other words, it's a double foul committed by opposing teams ( not necessarily the same players ). The second part of the double foul has to occur before the clock is restarted (before the clock is stopped due to the first foul). Here's an example by the NFHS:

A1 leaps high and is fouled by B1 as he taps the ball which subsequently goes through A's basket. A1 fouls B2 in returning to the floor ( e.g. on a charge ). A1 does not get credit for the basket due to the player control foul but does receive 2 free throws with the lane cleared (due to the foul by B1). Team B receives the ball following the free throws.

As it was said, false double fouls are rarely called. I would suspect that most officials would say they called the first foul and called the play dead after that. Plus this kind of scenario rarely happens.

The referee call a 5 seconds turnover: no matter how you look at this play, there is no possible way that it could be an violation, it is evidently a play to silence the whistle.
